The Combating Organized Retail Crime Act (H.R. 2853 / S. 1404) passed the House on May 12, 2026, and now heads back to the Senate Judiciary Committee before a full Senate vote.   • Creates the Organized Retail and Supply Chain Crime Coordination Center inside DHS / Homeland Security Investigations, a single hub uniting federal, state, local, and industry partners.
  • Gives shippers, motor carriers, 3PLs, and ALL supply-chain stakeholders a formal seat at the table with the federal agencies leading the response.
  • Strengthens anti-money laundering laws to help prosecutors disrupt the online marketplaces and shell entities used to launder the proceeds of stolen cargo.
  • Enables federal prosecution of organized supply-chain crime rings using interstate or foreign commerce, closing the jurisdictional gaps that thieves exploit today.
